BattleAx Report post Posted March 23, 2018 Made these Saps awhile back. I use lead shot to fill the Saps and hand sew with heavy thread. I sell these as novelty items at gun shows. In many places saps are illegal due to a very, ahem, colorful history of overuse by police departments. These can cause a person trouble.
