Summer is here and I'm in need of a fly swatter, so I thought about making something like the one in the included picture I found by googling leather fly swatter.

I would like to hear what you think is the right type of rivets, or other kind of fasteners for making a swatter like this? I would like the rivets to be flush on the wood side so that they don't damage anything.

I was thinking using Chicago screws and counterbore in the wood, but would like to know if anyone knows if there are better and/or simpler ways?

Upholstery tacks, with the end clenched over?

the picture looks like it used regular double cap rivets. Probably 1/2"?

Yes, was thinking about that. Do I need an anvil for setting them?

You certainly need something solid under them. Either an anvil or something metal. They take more work than regular rivets as you have to peen the end over
