How To Get This Look?

I'm trying to figure out how to get this light-colored stamping on dyed leather.

Is the tooling being resisted before dyeing or is the dye carefully applied around the tooling?

Or is it something much simpler than that? Sorry for the newbie question and any help would be greatly appreciated.

I know tandy makes some stuff that can be applied to areas you don't want the dye to penetrate, I think its called super sheen. But for something like the picture you posted, you just need a deep impression and a light hand when applying the dye. A rag with some dye and a little practice on how much pressure to apply, you could get the same results.

I have achieved this by casing, stamping, applying super sheen as a resist to the stamping using a small fine tipped paintbrush, let it dry and then apply the stain/dye

That looks like block dying. You warp a rag around a sponge or wooden block, add your dye and then dab off the excess and lightly apply. Tandy has a video on you tube you can watch for free. Just search tandy block dying
