If you go that route, it would be worth keeping in mind that some guys that reload for rifles won't do a full length resize on their cartridges every time. This makes the cartridge more specific to their rifle (better accuracy, more consistent, etc...), but which could throw off your mold just a hair. Probably not enough to worry about for most leather work, but something to be aware of.

The difference in a full length sized cartridge and a neck size only is going to be a tiny fraction of an inch (like measure in the thousandths). Like you said it won't make a difference for a cartridge loop, the leather is going to stretch a lot more than that.

McCain: You could ask folks who reload to load you some dummy cartridges. They could be sized back to SAAMI spec but not contain any powder and either a dummy primer or no primer at all. Lots of reloaders have brass that they can't use anymore because it's no longer safe. Most of us save it up until we have enough to make a trip to the recyclers, I'm sure just about any of them would be willing to give you a few dummy rounds.

Thanks everyone. I thought about using the a zoom dummies to make the molds for a couple of nitro express calibers I had passed on previously. Buying one for 8.99 and making a half dozen more I think would be more cost effective than buying 5 to make a rifle butt cuff. I guess I'll order one and break out the old micrometer and find out.

Go over to one of the firearms forums and put a wanted to buy request out there for whatever you're looking for.  Try the firing line someone there will have what you need I'm sure.

Great idea, that's the ticket. I very seldom reload anymore and obtaining some other extras could be a pain finding more than one, thanks for the tip.

Will check some of that out next time we go in there.
