What tool to make scales like this?

Sorry to have to link to a video, but can someone tell me what tool is used to make scales like the ones shown on this piece?  I believe he references an "English point" tutorial,  but I can't envision how an English point would be used to make scales. https://youtu.be/plpMHz3Q-14

  Just tap the punch lightly - just enough to make an impression - not enough to cut through.

Those are some BIG scales, though. I normally just use a large camoflauge tool. These holsters are about 25 years old & were made for Colt SAA 5.5 inch barrel:

Do you use a layout pattern or just a line like a basket weave stamp?

snleather... a stamp maker on this forum from Bulgaria has dragon scale stamps from 10-14mm in size. I just purchased a few of his stamps this week so im eager to get them and check them out. I bought a 10mm and a 14mm one. Aside from that I have heard mulesfoot stamps work similarly, but are all too small for the work I wanted to do. I like the english point idea, however something tells me I would not get uniformity in stamping each scale.

Just a line. Take your time to lay down the first couple of rows & then it stays pretty straight after that.
