Juki DLN-415-5 take up lever replacement

I acquired a Juki DLN-415-5 but it has a broken take up lever.  I have the replacement part on hand but I'm struggling to removed the entire assembly to get it out.  Two screws that hold the take up lever assembly to the counterweight are seized.  Without being able to remove these screw I can't remove the assembly. I've tried penetrating lubricant and some heat from a heat gun but no luck. Does anyone have any suggestion?

Are the screws rusty? If they are, a drop of muriatic acid followed up by heat and again by penetrating oil can help release them. Otherwise use simply use a properly sized screwdriver bit, more heat, and back and forth force on the head. Do not be afraid to heat it up.

Not Rusty.  I'll continue to try more heat/penetrating oil.  Thanks

Use a small ratchet with a screw tip in the end.  will get more leverage

I might be able to get to #23 with the ratchet and/or a very thin walled socket but the access to #27 is not exactly straight and might not be able to get to it easily with a ratchet.
