What is this Singer 241-12 Attachment

What is this attachment on the back side of this Singer 241-12 ?

A quilting group at our church was given this machine.

since this is a high speed sewing machine I´d guess it is a puller device.

@TZHunter It is a shirring or ruffling attachment for draperies.There's an arm w/a blade on it w/teeth that grip the material & push it into the foot.It fastens on the shaft in the front.

This is a high speed machine, rated at about 5000 stitches per minute. As such, it has a built in oil pump and should sit on an aluminum oil pan with a cork gasket. If you choose to sew fast, fill the oil pan with sewing machine oil. It is sold in quarts and gallons. If you only sew slow, you can manually oil the moving parts that are on top and underneath the machine. Failure to oil it may cause it to seize.

Thanks everyone! I knew y’all would know and would offer great advice too. There used to be a couple material/ garment factories near here, and our quilters use a number of the machines to put together tops that have mostly straight stitches with long runs. We have insured there is oil in the reservoirs. Since that attachment won’t likely ever be used by us, I wanted to make sure it wasn’t something useful before removing. Thanks again !
