Its all metal about 8 inches long. Looks like an ice pick that is missing the hook part.

Someone suggested (or guessed) that it was for stretching out holes for lacing. It came from a Harness Shop.

looks like a stuffing needle; for pushing stuffing up into tight places

Could be some form of stuffing thing for pushing stuffing into something like a horse collar.

It was made/welded by the user of the device for something- I picture something that was sewn or stitched inside out that needed prodding to reverse it afterwards.

Or it's a tent stake.... :rolleyes:

First post was for fun, but I made one of those for metal detecting.  Some people use a screw driver.

Official opinion....

It's a thing, for doing something to another thing.  

And unless someone has one, or has seen one in action, the uses border on limitless.   Sorry I can't be more explicit, or helpful.
