The loops allow the leather to flex out so that the loops can go around the belt.  On the one pictured the ears have to pull out the width of the gun before the loops can go over the pants and around the belt.

I've read that if you make the loops part of the holster, the "foot print" of the area you cut out of your hide gets large.  Visualize what the pattern would look like - the "rabbit ears" would get much taller so there is enough leather to make loops.   This is likely to lead to more waste on the hide you cut leather from.

Actually the loops and the belt are a very small part of the picture.

They are much more for allowing the holster to be hidden by tucking in the shirt around the holster.
