How to remove weird stain

I made a hat for a friend, he put it in his suitcase for a flight and after it it looked like this. Two similar light stains.

Any ideas why it happened and how to fix it?

Looks like it may have been in contact with a leaky bottle of something.  Ask what it was packed with and how.

I agree , it looks like a leaky bottle of something, such as alcohol based after-shave.

Treat that panel by washing it down with alcohol or lacquer cleaner and try re-dyeing just that panel very carefully. It'll probably end up a different shade though

Try scissors ... it's the only way those  stains will come  off

Once you figure out what caused the stain, best option might be to use it to stain the whole cap.
