I have a friend who is a machinist. He uses computer assisted machines and  also fabricates plastic parts for industry. If you know the dimensions you may be able to find a local machinist to make one for you.

Also try looking at McMaster Carr: https://www.mcmaster.com/

This site has more hardware then you will every need.

I found one of these used and it needs a new nylon roller.

An alternative would be to find someone close to you with a 3 D printer and they should be able to make one for you pretty quickly.

You may be able to buy spares for these machines from one of the several sellers. Or if you strip it down and measure the piece (which I suspect may be a simple nylon tube) you may be able to buy a short length of standardish tubing to replace it. Failing that, as others have suggested, it's a simple job for someone with a lathe to turn from a piece of nylon or acetal rod. Even a wood lathe may be able to be used.
