Where can I find a Oval punch to make this design?

I have a customer that wants me to make 500 of these small oval shapes with two holes in the center (see photo). 

Is there a pre-existing tool that I can buy to punch out the oval? Do I need a die cutter? 

Where should I start?

If you do not expect a return order you could have a mallet die made.

If the customer thinks they may need more later, you may wish to invest in a clicker die. Requiring more investment on your end of course.

Without dimensions, . . . it's pretty tough to figure on an improvisation, . . . but I have better than half of my punches made from galvanized electrical conduit.

Generally, . . . I take it to a sander, . . . sand off a bevel on the outside edge to make a cutting surface on the end, . . . then cut / form / bend / that end so that when I whack it with a mallet, . . . it cuts out what i want.

What are the dimensions of the project?

No matter of dimension I'm thinking I would get tired of measuring or just adjusting a jig or whatever and would love to have a die for that job. Even if you'd just have an oval hole punch modified with a bar going across and two of them replaceable tubes inserted at the right distance it would speed up things and save lots of trouble. Depends on the price he's getting obviously :-D

I don't know if this would work as a mallet die (I take it you don't have a clicking machine on hand), but Texas Custom dies can make custom dies and custom mallet dies - they come recommended by a ton of people here.

You could always get a die made up and use an arbor press.

Dwight is right...and thinks the way I do!

Determine the circumference of the shape and get a pipe that size. Put it on a grinder to sharpen all round and then knock 2 sides "inwards" on an anvil or piece of steel to form an oval.

Start punching the leather shapes and adjust your punch till its the way you want it.
