Looks like a bobbin winder. Not sure what machine it would go to though. What is the part number on it? Can't make it out from photo.

Maybe for a Singer Class 6 or 7.

It's the bobbin winder from a Singer 132K. I can only make out the "41896" number in the pictures above, but it matches the parts diagram of the Singer 132K.

Looks like yours is missing the rubber "tire" that should sit in the groove and provide friction against the handwheel.

Singer 7 or 97 and Adler 20 winder have a longer pin for the bobbin and a wider filler tongue /stop latch. I´d also say Singer 132K / 133K but the coil spring is missing. Yes friction leather strip is missing too, they were attached with brass pins.

I do have the similar types on my my class 7-33 but its missing its wheel  and on my 132 k6 they look very similar to each other here is a pic but missing wheel  class 7

I don´t think you can get the OEM wheels anymore (well maybe... you never know). If I were you I would probably take a wheel from a different bobbin winder then wrap a piece of leather or PU flat belt around it and adapt it to the spindle. Spindle is present I guess?

Other than that I would buy a table mount bobbin winder

Thought I may just get a old cast pulley wheel and find a spindle from some of my old metal bar from vintage machines I had, and either rubber or leather in the gap of the pulley, I have do have some old cast table bobbin winder,

I never was lucky enough to have a metal lathe , It would of been useful ,in my tinkering with machines
