I made a table runner that is 59”x20” when the back was taped it lay flat but when I removed the tape it now has waves how can I get rid of the wave to have it Lay flat again?

Leather is not flat, so you will have to force it somehow. You might consider bonding it to a leather stiffener-- something like this:

There are others available, this is only a suggestion.

Chances are it is the lace that is causing it to warp.  You can try flattening the lace by pounding it with a flat faced hammer.  Be careful not to leave marks.

Moistening the back and laying a flat weighted board on it for a couple days could maybe do the job too.

Next time, bury a small solid-core electrical cable under the lacing, as a stiffening armature.
