I use an Arrow P35 with 3/8" staples. 2 staples work well.

Steel or brass staples can be used for running loops on tack or harness.  Beiler's and Weaver sell them.  Google "slide loop staples."

I've used the foot press dies with good results. I also like the old school Neva-Clog B-100 hand staplers.

Yeah I never thought of stapling belt keepers. That would be way quicker. I always skivied the ends on a long taper & glued, then saddle stitched it.

I make the holes with an awl . . . punch the staples thru (arrow 1/2 inch)

Use needle nose pliers to bend and flatten

Haven't had a problem in 20+years.

I got several 5,000 piece boxes that are compatible I found on-line. The 1/4" are in plain brown boxes just marked "Made in Germany". I have B-3/8 by Staplex that are 5/16".
